The National Academy of Veterinary Sciences (India) – NAVS – was registered on 7th July 1993 with the Registrar of Societies, Delhi.
It was formally inaugurated by Hon’ble Minister of State for Animal Husbandry and Dairying (Independent Charge) Government of India, Dr. Raghuvansh Prasad Singh on 18th December 1996 in Vigyan Bhawan, New Delhi, and the Scrolls of Fellowship to the duly elected National Fellows/Members during 1994-95, were presented to them by the Hon’ble Minister at the Investiture ceremony.
At the time of inauguration, the NAVS had also organized Workshop on Future Directions of Veterinary Science and Animal Husbandry during 21st Century, which was jointly sponsored by the Veterinary Council of India.
The National Academy of Veterinary Sciences (India) – an apex premier agency for the development of veterinary sciences in India was established on lines similar to the National Academy of Medical Sciences by a few eminent visionary veterinarians to promote and consolidate the scientific views on policy matters related to Veterinary Science and Animal Husbandry and to strive for advancement of livestock sector in national economy through promotion of animal welfare.

It has been registered by the Registrar of Societies, Delhi vide Registration Certificate No. S-2/4471 of 1993 dated 7th July 1993 and has emerged as the largest think-tank of all branches of the profession for research & development departments of the country engaged in animal husbandry & veterinary sectors.
The Academy was established to promote the interests of veterinarians in the country and was launched with Dr. Chinta Mani Singh, regarded as the doyen of Veterinary Services in India, as its Founder President. The Academy was formally inaugurated by Hon’ble Minister of State for Animal Husbandry and Dairying (Independent Charge) Government of India, Dr. Raghuvansh Prasad Singh on 18th December 1996 in Vigyan Bhawan, New Delhi, and the Scrolls of Fellowship to the duly elected National Fellows/Members during 1994-95, were presented to them by the Hon’ble Minister at the Investiture ceremony. The following are the aims and objectives of the Academy.

The National Academy of Veterinary Sciences (India) – NAVS – was registered on 7th July 1993 with the Registrar of Societies, Delhi. The Founding President of the NAVS was Dr. C.M. Singh (since deceased) who was concurrently handling the charge of the Veterinary Council of India (VCI) also. The Academy was registered C/o VCI, 16/15, Western Extension Area, Arya Samaj Road, Karol Bagh, New Delhi, and the NAVS functioned from that premises from 1993-2002. [Thereafter, the premises of the VCI were shifted to August Kranti Bhawan, Bhikaji Cama Place, New Delhi. During the middle of 2002, the Founding President Dr. C.M. Singh got sick and went to England for treatment. Consequently, for complete one year, i.e., till May 2003, there was virtually no activity of the Academy. The activities of the Academy were revived by the then Secretary, Dr. P.N. Bhat. In the Governing Council meeting held in May 2003, it was decided to hold the election as per the Constitution of the Academy and up date the list of the Fellows for participation in election process. Consequently, Fellows/Members were requested to pay their subscription within 3 months to be able to participate in the election. The lists were updated by October 2003. Since registration of NAVS in 1993, it was functioning C/o VCI. However, in May 2003, the VCI had asked the NAVS to shift their office to some other place. There being no funds or grant in aid by the Government, the Academy was in a dilemma as it could not find suitable office accommodation in a Central location in Delhi. However, the Governing Council meetings of the Academy were continued to be held in the VCI premises. During March 2004, the Governing Council decided to conduct the election which was held from 1st April 2004. Due to some misunderstanding in the management,
the matter about holding election went to the Court. The Hon. Court decided that election should be held as per the decision of the Governing Council which was taken at its meeting held in March 2004 and paved the way for first ever election of the Academy and the elected Governing Council took office in July 2004.
Since the first ever election in 11 years of inception of NAVS in 1993, the newly elected Governing Council as a very first step had streamlined the procedure for election of office bearers, procedure for nomination for election as NAVS Fellows etc. Periodic meetings of the Governing Council have been held on 07-08-2004, 05-02-2005,07-05-2005 and 24-09-2005. The meeting of the General Body was also heldon 07-05-2005 at the G.B. Pant University of Agriculture and Technology, Pantnagar, Uttaranchal. The Governing Council had observed that a large number of Fellows could not participate in the election in April 2004 merely because they were in default of Annual Subscription. To overcome this difficulty, the mode of payment of Annual Subscription (Rs. 200/-) has been converted into Life Time payment of Rs. 1000/-. In Addition following progresive amendments have been effected in sthe rules and regulations of the academy.
- Article 4 (c) of Rules and Regulations : Entrance Fee for Fellows would be Rs. 2000.00 and one time fee of Rs. 1000.00 as sustaining Fellows, i.e., Total Rs. 3000.00 in lump sum. However, no person, although duly elected according to the rules and regulations of the Academy shall be entitled to exercise the rights and privileges of Fellowship, nor his/her name shall be entered in the list of Fellows until he/she has paid the Admission Fee of Rs. 2000/- and one time fee of Rs. l000/- as sustaining Fellow.
- Article 4 (g) of Rules and Regulations : Entrance Fee for Member would be Rs. 1000.00 and one time fee of Rs. 500.00 as sustaining Member, i.e., Total Rs. 1,500.00 to be payable before the date of Convocation.
- Insertion of New Article 4 (k) Under Article 4 – SUBSCRIPTION (k) : Enrolment of Fellows/Members from Overseas – Lump sum payment of US $ 300. The typographical errors occurring in the Information Bulletin containing Constitution of Academy of Veterinary Sciences, namely, 8.2-Quorum and Notice of Meeting and Periodicity of Meeting should read 8.3(a) (iii) “The Minimum notice for such a meeting shall be 15 days” instead of existing “the Maximum’.
- Article 10.2 (b) of Rules and Regulations : Other Members of the Council as also the Treasurer will hold office for a period of three years. Instead of 1/3rd Members of the Governing Council retiring each year, they would continue till the full term of 3 years, or holding of the election of office bearers of the National Academy of Veterinary Sciences, whichever is later.
